Predicaments and Solutions for the Collaborative Governance of High-Skilled Talents Training in the Low-Altitude Economy

Abstract

As a typical representative of new quality productive forces, the low-altitude economy imposes new requirements for high-skilled talents training. However, current talent cultivation faces multiple dilemmas including poor transmission of industrial chain demands, weak transformation of innovation chain achievements, structural imbalance in talent chain supply, and lagging response mechanisms in the education chain—exhibiting a typical state of "separation of the four chains." Based on collaborative governance theory, this paper systematically analyzes the manifestations and causes of this separation, and proposes solutions from four dimensions: platform driving, professional reconstruction, ecological integration, and evaluation guidance, aiming to promote the four chains from loose connection to organic symbiosis and provide theoretical references for constructing a "integration of the four chains" talent ecosystem in the low-altitude economy.
